Job Overview
Basingstoke and Deane Borough Council is seeking an experienced Senior Compliance and Enforcement Officer to join its Planning Development service on a temporary basis.
This is a senior role within the Compliance and Enforcement Team, focused on managing complex investigations into alleged breaches of planning control and supporting the delivery of an effective enforcement service across the borough.
The successful candidate will have strong experience in town planning and planning enforcement, with the ability to manage appeal work arising from enforcement action and ensure development is carried out in accordance with approved plans.

This role requires direct experience in planning enforcement and compliance, including managing complex investigations into breaches of planning control.
Candidates without relevant local authority planning enforcement experience are unlikely to be considered.
Key Responsibilities
- Manage complex compliance and enforcement investigations relating to unauthorised development
- Support the delivery of an effective planning compliance and enforcement service
- Investigate reported breaches of planning control and assess appropriate action
- Manage appeal work arising from enforcement cases
- Ensure development is carried out in accordance with approved plans and planning legislation
- Liaise with internal teams, residents, applicants and other stakeholders on enforcement matters
- Maintain accurate case records and prepare reports as required
- Contribute to the wider work of the Compliance and Enforcement Team
Essential Experience & Skills
- Strong experience in town planning and planning enforcement
- Experience managing complex compliance and enforcement investigations
- Good understanding of the Planning Acts and related enforcement processes
- Experience dealing with appeal work arising from enforcement action
- Strong communication and negotiation skills
- Well organised and able to manage a varied caseload
- Customer-focused approach
- Ability to work effectively as part of a team
