Job Overview

Blaenau Gwent County Borough Council is seeking an experienced Team Manager – Development Plans to support the Regeneration & Development service.

The successful candidate will act as the lead officer for the production of the Local Development Plan and associated work. The role will involve leading the preparation, implementation and monitoring of the Local Development Plan, managing a small team and ensuring compliance with the Delivery Agreement.

This is a senior planning policy and development plans role requiring strong experience in development planning, Welsh planning policy, public sector planning, team management, RTPI eligibility and the ability to represent the Council at regional, national, committee, examination and inquiry settings.

This is a specialist Development Plans / Planning Policy role.

Candidates must have proven experience working in a development planning or related environment and experience in a public sector planning environment.

Candidates must be educated to degree level or equivalent in planning or a related discipline and be eligible for full RTPI membership.

The role requires a thorough understanding of the development plan process in Wales, experience managing or supervising reporting officers and the ability to lead Local Development Plan work.

Candidates without development planning, planning policy, Local Development Plan, RTPI or public sector planning experience are unlikely to be considered.

Key Responsibilities

  • Act as lead officer for the production of the Local Development Plan
  • Lead preparation, implementation and monitoring of the Local Development Plan
  • Manage a small team of planning officers
  • Ensure all stages of development plan preparation comply with the Delivery Agreement
  • Prepare planning and development briefs for key and strategic sites
  • Prepare, monitor and update Supplementary Planning Guidance documents
  • Manage research and analysis of development trends
  • Analyse population, migration and housing trends
  • Provide development plan and planning policy advice to internal and external customers
  • Represent the Council at regional and national planning meetings
  • Support Strategic Development Plan work where appropriate
  • Attend Council, Committee and Cabinet meetings as required
  • Represent the Council at Examination hearings and inquiries
  • Promote the Council's reputation and status locally, regionally and nationally
  • Lead and support a team that values contribution, performance and positive behaviours
  • Work with Councillors and provide timely professional planning advice
  • Support partnership working and citizen-focused service delivery
  • Maintain compliance with data protection, safeguarding, health and safety and equality requirements

Essential Experience & Skills

  • Proven experience working in development planning, planning policy or a related planning environment
  • Experience working in a public sector planning environment
  • Thorough understanding of the development plan process in Wales
  • Experience leading or contributing to Local Development Plan work
  • Experience preparing or monitoring Supplementary Planning Guidance
  • Experience preparing planning policy reports, briefs or development plan documents
  • Ability to manage research and analyse planning-related trends
  • Ability to provide professional planning policy advice
  • Experience representing a council or organisation at meetings, hearings or inquiries
  • Experience managing or supervising reporting officers
  • Strong leadership and team management skills
  • Ability to meet deadlines and work unsupervised
  • Excellent written communication skills

Qualifications

Essential:
Degree level qualification or equivalent in planning or a related discipline.

Essential:
Eligible for full membership of the RTPI.

Desirable

  • Master's degree in Planning or commitment to obtaining a Master's qualification
  • Welsh language skills
  • Experience with Strategic Development Plan work
  • Experience attending Examination hearings or planning inquiries
  • Experience preparing development briefs for strategic sites
  • Experience leading planning policy consultation or engagement
  • Full driving licence and access to a car

Additional Information

This position is politically restricted within the provisions of the Local Government and Housing Act 1989.

The role is listed as remote / home working.

Interview will be held on site.
