Job Overview

Thurrock Council is seeking 2 Civil Enforcement Officers to support the Parking Decriminalisation service.

The role will involve carrying out parking enforcement duties, working in a public-facing environment, patrolling assigned areas, identifying parking contraventions, issuing Penalty Charge Notices where appropriate and supporting the Council's enforcement and community protection function.

This role requires strong customer service skills, confidence working outdoors, good judgement, the ability to deal with members of the public professionally and the ability to follow parking enforcement procedures accurately.

This is a public-facing Civil Enforcement Officer / Parking Enforcement role.

Candidates must be comfortable working outdoors, patrolling on foot, dealing with the public, following enforcement procedures and handling potentially challenging conversations professionally.

Previous civil enforcement, parking enforcement, traffic enforcement, security, compliance, community safety or public-facing enforcement experience would be highly desirable.

Candidates must be able to attend an in-person interview at Civic Offices, New Road, Grays, RM17 6SL.

Key Responsibilities

  • Carry out Civil Enforcement Officer duties within the Parking Decriminalisation service
  • Patrol assigned streets, car parks and other parking areas
  • Identify parking contraventions in line with Council policy and legislation
  • Issue Penalty Charge Notices where appropriate
  • Record evidence accurately and professionally
  • Use handheld devices or enforcement systems where required
  • Provide information and advice to members of the public
  • Deal with public enquiries in a calm and professional manner
  • Handle difficult or challenging conversations appropriately
  • Work outdoors in different weather conditions
  • Follow Council policies, procedures and enforcement guidance
  • Maintain accurate records of enforcement activity
  • Support the Council's wider enforcement and community protection objectives
  • Work safely and professionally while representing the Council
  • Escalate issues, incidents or concerns to supervisors where required
  • Maintain confidentiality and comply with data protection requirements

Essential Experience & Skills

  • Experience in a public-facing customer service, enforcement, security, compliance or similar role
  • Ability to deal professionally with members of the public
  • Strong communication skills
  • Ability to remain calm in difficult or confrontational situations
  • Good attention to detail
  • Ability to follow procedures accurately
  • Ability to record information clearly and correctly
  • Confidence working outdoors and patrolling on foot
  • Ability to work independently

  • Ability to use handheld devices, mobile technology or basic IT systems
  • Understanding of confidentiality and data protection requirements

  • Eligibility to work in the UK

Desirable

  • Previous Civil Enforcement Officer experience
  • Previous parking enforcement experience
  • Experience issuing Penalty Charge Notices
  • Knowledge of parking legislation or decriminalised parking enforcement
  • Data Protection Level 1 training
  • Previous local authority experience
  • Experience working in community safety, traffic enforcement or on-street compliance
  • Experience using handheld enforcement devices

Interviews will be conducted by Operational On Street Supervisors.
