Job Overview

London Borough of Sutton is seeking a Technical Officer – Parks & Contract Development to support the Parks Service with contract documentation, site records, inspections, contractor monitoring and project support.

The role will involve updating site plans and records, uploading information into Easytreev and other council systems, assisting with monitoring grounds maintenance contractors, carrying out PQMS inspections, supporting revenue and capital projects, and completing annual site inspections and risk assessments.

The role profile confirms this post supports preparation of contract documentation and day-to-day Parks Service work, including site plans, grounds maintenance contractor monitoring, PQMS inspections, project delivery, and site/building inspections in line with health and safety, Legionella, asbestos and fire regulations.

This role requires experience or strong practical knowledge of parks, open spaces, grounds maintenance, site inspections, contractor monitoring or public realm services.

You must be confident visiting and inspecting sites, identifying landscape features, recording findings accurately, dealing with the public and supporting contractor works.

Candidates without relevant parks, grounds, site inspection, contract support, public realm or local authority operational services experience are unlikely to be considered.

Key Responsibilities

  • Support preparation of parks contract documentation
  • Update plans, records and site plans
  • Upload information into Easytreev and other council systems
  • Assist with monitoring grounds maintenance contractor performance
  • Carry out PQMS inspections
  • Support delivery of revenue and capital projects
  • Carry out annual site inspections and risk assessments
  • Inspect parks, open spaces, buildings and related infrastructure
  • Record findings in line with health and safety requirements
  • Support compliance with Legionella, asbestos, fire and other relevant regulations
  • Carry out site surveys and identify landscape features
  • Record data accurately on council systems
  • Update and write specification sections for the grounds maintenance contract
  • Assist with producing specifications for parks projects
  • Assist with tendering works in line with procurement policy
  • Assess required repairs, obtain quotes and issue orders
  • Monitor contractors carrying out projects and responsive repairs
  • Ensure contractors comply with health and safety, risk assessments and specifications
  • Update Parks Service information held on the council website
  • Deal with enquiries, requests and complaints from the public, councillors and external bodies
  • Liaise with members of the public, bowls clubs and other interested parties
  • Support project documents, action logs, project plans and highlight reports
  • Monitor spend against allocated repair budgets where required

  • Good ICT skills and ability to use available systems effectively
  • Ability to visit and inspect parks, sites and open spaces
  • Ability to identify landscape features and record size/type accurately
  • Ability to keep accurate records and gather information
  • Ability to present verbal and written information to senior officers
  • Ability to deal professionally with members of the public on site
  • Ability to investigate complaints and handle enquiries sensitively

Desirable

  • Experience using Easytreev
  • Experience using Google Apps, including Gmail, Docs, Sheets, Drive or Slides
  • Experience supervising or advising onsite contractors
  • Ability to diagnose faults and safety concerns in parks and open spaces
  • Experience preparing reports relating to parks services
  • Experience monitoring spend against service repair budgets
  • Experience supporting contract specifications or tender documentation
  • Previous local authority parks, public realm or grounds maintenance experience
