Job Overview
London Borough of Haringey is seeking an experienced Revenues Team Manager to lead and manage a team responsible for the billing, collection and enforcement of Council Tax.
The role will involve working closely with the Arrears Team Manager, managing quality and performance, ensuring compliance with statutory legislation, local policies and best practice, and using strong revenues knowledge to maximise income collection while ensuring ethical recovery practices are applied.
The successful candidate will need strong Council Tax, revenues, arrears, enforcement, team management, performance management, statutory compliance, audit, contract management and stakeholder engagement experience.

This is a senior Revenues Team Manager role.
Candidates must have strong technical knowledge of Council Tax billing, collection, recovery and enforcement.
The role requires experience managing a revenues team, improving performance, identifying service risks, resolving training issues, implementing controls and ensuring compliance with statutory legislation, local policies and best practice.
Candidates must also be confident managing external revenues contracts, representing the Council at court or tribunals, deputising for the Revenues Manager and supporting service change, projects and improvement programmes.
Candidates without direct revenues, Council Tax, arrears recovery, enforcement or revenues team management experience are unlikely to be considered.
Key Responsibilities
- Lead and manage a team responsible for Council Tax billing, collection and enforcement
- Work closely with the Arrears Team Manager
- Manage team quality and performance
- Ensure compliance with statutory legislation, local policies, procedures and best practice
- Use revenues knowledge to maximise income growth
- Ensure ethical practices are applied in the recovery of outstanding sums
- Identify and resolve areas of concern within Revenues
- Resolve training issues and implement controls to reduce repeat issues
- Manage people-related matters in line with Council HR policies
- Take responsibility for specific projects and programmes
- Support work allocated by the Revenues Manager or Senior Management Team
- Facilitate change across the service
- Support the introduction of new policies, procedures and projects
- Manage performance of external revenues contracts
- Review work undertaken by external contractors
- Provide feedback through regular client meetings
- Deputise for the Revenues Manager when required
- Provide cover for colleagues within the Revenues service where necessary
- Represent the authority at external meetings
- Use benchmarking and best practice opportunities to develop the service
- Represent the Council at court or tribunals relating to Council Tax, Business Rates or BID Levy
- Participate in annual audits for the relevant service area
- Ensure audit recommendations are acted upon
- Follow health and safety, data protection and other statutory requirements
- Promote and implement equal opportunities policies
- Use IT systems effectively
- Undertake other temporary responsibilities aligned with the purpose and grade of the role
Essential Experience & Skills
- Strong technical knowledge of Council Tax
- Revenues and Benefits service experience
- Experience managing Council Tax billing, collection and enforcement functions
- Experience managing arrears or income recovery activity
- Experience leading and managing a revenues team
- Experience managing quality and performance
- Knowledge of statutory revenues legislation
- Knowledge of local authority policies, procedures and best practice
- Ability to maximise income collection ethically
- Experience identifying service risks, training gaps and control weaknesses
- Experience implementing improvements and preventing repeat issues
- People management experience in line with HR policies
- Experience supporting projects, programmes or service change
- Experience managing external contracts or contractor performance
- Ability to deputise for a senior manager
- Experience representing a local authority or service at meetings
- Experience with audits and implementing recommendations
- Ability to represent the Council at court or tribunals
- Knowledge of Council Tax, Business Rates or BID Levy processes
- Strong communication and stakeholder management skills
- Good IT skills
- Understanding of data protection and statutory compliance
- Ability to work hybrid and attend the office when required
Desirable
- Experience as a Revenues Team Manager or Revenues Manager
- Experience working with Council Tax enforcement
- Business Rates or BID Levy experience
- Experience attending court or tribunals for revenues matters
- Experience managing external enforcement or revenues contracts
- Experience delivering service improvement within local authority revenues
- Experience working closely with an arrears team
- Experience supporting income maximisation strategies
- Experience within a London borough or local authority revenues service
