Job Overview
The Royal Borough of Greenwich is seeking an experienced Streetworks Inspector to provide guidance and support in accordance with NRSWA and TMA legislation.
The role will support street works coordination, street works licence technical advice, EToN support, data plotting, Temporary Traffic Orders for utility works, monitoring street works in line with statutory obligations, Section 81 defective apparatus, defect inspections, charges, Fixed Penalty Notices and dispute resolution.
This role requires strong street works, highways, NRSWA, TMA, London Permit Scheme, EToN, Symology, inspection, defects, charges, FPN and utility works coordination experience.

This is a Streetworks Inspector role within a highways / street works environment.
Candidates must have experience working in roads and street works, ideally within the London Permit Scheme, and must be knowledgeable in relevant legislation and codes of practice.
The role requires experience carrying out audits and inspections of streetworks, monitoring defects, managing Section 74 fines, Section 81 defective apparatus, permit inspections, Temporary Traffic Orders and related documentation.
Candidates without street works, highways, NRSWA, TMA, permit scheme, inspection, defect, EToN or utility works experience are unlikely to be considered.
Key Responsibilities
- Provide guidance and support in line with NRSWA and TMA legislation
- Support street works coordination
- Provide technical advice on street works licences
- Support EToN processes and data plotting
- Draft Temporary Traffic Orders for utility works
- Monitor street works in line with statutory obligations
- Support Section 81 NRSWA defective apparatus processes
- Monitor defect inspections
- Support charges and Fixed Penalty Notices
- Assist with dispute resolution
- Maintain the Electronic Street Works Register database using Symology
- Input information into street works and related databases
- Receive and raise EToN notices in Symology
- Ensure inspections are prompted and information is accurate
- Chase utilities to repair apparatus within required timescales
- Produce inspection and income reports linked to NRSWA
- Support sample, defect, Section 74 and lane rental charge reporting
- Raise draft invoices with relevant supporting information
- Liaise with management and works promoters regarding charges
- Prepare invoice statements and supporting documentation
- Support monitoring of NRSWA and London Permit Scheme income and expenditure
- Assist with audits of street works licences, payment records and electronic documentation
- Input and extract data in line with agreed procedures
- Produce technical and non-technical reports linked to NRSWA
- Monitor and report rejected EToN batch files
- Support new procedures and improved use of IT systems
- Maintain process and workstream documents
- Advise highways staff on street works licence procedures
- Attend meetings where required
- Deal with enquiries and routine correspondence
- Support reports and correspondence linked to the role
- Liaise with Council departments and external organisations
- Ensure work promotes Equal Opportunities, Customer Care and Environmental policies
- Follow Health and Safety legislation, guidance and procedures
Essential Experience & Skills
- Street works inspection experience
- Roads and street works environment experience
- Good working knowledge of NRSWA legislation
- Good working knowledge of TMA legislation
- Knowledge of relevant codes of practice
- Experience working with the London Permit Scheme
- Experience carrying out audits and inspections of streetworks
- Experience monitoring street works and utility works
- Experience with EToN notices or EToN support
- Experience using Symology or similar street works systems
- Experience with data plotting and street works databases
- Experience drafting or supporting Temporary Traffic Orders
- Experience managing defects and defect inspections
- Knowledge of Section 81 defective apparatus
- Knowledge of Section 74 charges or fines
- Knowledge of Fixed Penalty Notices
- Experience supporting charges or invoice documentation
- Experience preparing inspection, income or monitoring reports
- Experience dealing with works promoters, utilities or contractors
- Ability to resolve disputes professionally
- Good IT skills and ability to use standard office systems
- Strong written communication skills
- Strong verbal communication skills
- Ability to work accurately with technical records and data
- Health and Safety awareness
