Job Overview
Camden Council is seeking an experienced Environmental Health Officer to manage a caseload of reactive housing disrepair and Environmental Health Housing cases.
The role will involve investigating service requests, managing complex cases, making robust enforcement decisions, serving notices, preparing reports and schedules, attending tribunal where notices are appealed and dealing confidently with landlords, tenants, service users, stakeholders and senior officers.
This role requires strong Environmental Health Housing, housing disrepair, Housing Act 2004, enforcement, notices, inspections, tribunals, complaint handling and case management experience.

This is a specialist Environmental Health Housing / housing disrepair enforcement role.
Candidates must hold a BSc or Diploma in Environmental Health and be eligible for EHORB registration as an Environmental Health Officer.
Candidates must have at least 2 years' experience working within Environmental Health Housing.
The role requires extensive experience making robust enforcement decisions and taking enforcement action under Part 1 of the Housing Act 2004.
Candidates must be confident dealing with challenging landlords and tenants, managing reactive and disrepair cases, serving notices, preparing schedules and attending tribunal where notices are appealed.
Knowledge of Flare / Civica is advantageous.
Candidates without Environmental Health Housing, Housing Act 2004 enforcement, housing disrepair, notices or landlord/tenant enforcement experience are unlikely to be considered.
Key Responsibilities
- Manage a caseload of reactive housing disrepair cases
- Manage complex Environmental Health Housing cases efficiently and proactively
- Make robust enforcement decisions
- Serve enforcement notices where required
- Attend tribunal where notices are appealed
- Respond to service requests concerning Environmental Health Housing
- Follow service policies and procedures to achieve appropriate outcomes
- Investigate service requests
- Use appropriate enforcement action in line with enforcement policy
- Apply relevant departmental guidance and legislation
- Prepare specifications, reports, notices and schedules
- Prepare other related enforcement documentation
- Serve Community Protection Notices where appropriate for failure to comply with notices
- Respond to correspondence within agreed timescales
- Respond to complaints and enquiries from service users
- Liaise with stakeholders and senior officers
- Work in line with Camden's Customer Care Standards
- Carry out inspections across the borough
- Undertake lone working in potentially hazardous or sensitive environments
- Follow Council health and safety policy and guidance
- Handle a wide range of housing enforcement situations professionally
- Deal confidently with challenging landlords and tenants
- Maintain accurate case records
- Use Flare / Civica where applicable
Essential Experience & Qualifications
- BSc or Diploma in Environmental Health
- Eligibility for EHORB registration as an Environmental Health Officer
- Minimum 2 years' experience within Environmental Health Housing
- Detailed knowledge of the legislative framework relevant to Environmental Health Housing
- Strong understanding of legislation and its application to casework
- Extensive experience making robust enforcement decisions
- Extensive experience taking enforcement action under Part 1 of the Housing Act 2004
- Experience managing housing disrepair cases
- Experience managing reactive Environmental Health Housing service requests
- Experience serving notices
- Experience preparing enforcement reports, schedules and specifications
- Experience attending or preparing for tribunal where notices are appealed
- Experience dealing with landlords and tenants
- Confidence handling challenging landlords and tenants
- Ability to manage a complex caseload proactively
- Strong written communication skills
- Strong verbal communication skills
- Ability to respond to complaints and enquiries within timescales
- Ability to carry out inspections and lone working safely
- Understanding of health and safety requirements in inspection-based roles
- Ability to work hybrid with inspections across Camden
Desirable

Additional Information
The order comments state this role is for 6 months only, although the order duration shows 40 weeks.
Interview will be held online.
The interview will be a 30-minute discussion to understand the candidate's experience and approach.
