Job Overview
Flintshire County Council is seeking 2 Revenues Assistants to support the Revenues service.
The role will involve administration, maintenance and support across Revenues applications, including technical support to the wider Revenues team, collating financial and performance information, handling routine customer enquiries and making routine amendments to customer accounts using computerised database systems.
This role requires strong administration, IT, database, document management, customer service, data entry, direct debit, Council Tax, Business Rates and confidentiality skills.

This is a Revenues Assistant role within a Council Revenues service.
Candidates must be confident working with computerised systems, databases, document management, financial information, customer account amendments and routine customer enquiries.
The role includes processing Council Tax and Business Rates direct debits, preparing basic transactional changes, monitoring and allocating payments, supporting system reports, reconciling Council Tax and Business Rates information, and maintaining accurate documentation.
Candidates without busy office administration, IT systems, customer enquiry, database, data entry or finance/revenues administration experience are unlikely to be considered.
No DBS is applicable for this role.
Key Responsibilities
- Support administration and maintenance of Revenues applications
- Provide technical support to the wider Revenues service
- Collate financial and performance-related information
- Work as part of the Revenues front line team
- Handle routine customer enquiries by telephone and written communication
- Make routine amendments to customer accounts
- Use computerised database systems accurately
- Reference and index documents using the document management system
- Convert incoming mail into electronic files
- Follow quality control procedures
- Maintain confidentiality when handling customer information
- Process Council Tax and Business Rates direct debits
- Set up new direct debits
- Amend and cancel existing direct debit instructions
- Deal with unpaid direct debits in line with BACS guidance
- Prepare and verify basic changes to Council Tax and Business Rates liability
- Support timely and accurate billing
- Monitor and allocate payments to the correct accounting year
- Create, maintain and improve Revenues and Benefits system documentation
- Liaise with front-line service areas and software suppliers
- Log system issues and maintain records of bulletins and guidance
- Develop and produce user-defined ad hoc reports
- Schedule and run system reports
- Manipulate report outputs into usable and presentable formats
- Run Revenues and Benefits system print jobs
- Liaise with Corporate IT to support timely printing of system-generated documents
- Support testing of system releases
- Identify and resolve straightforward system problems
- Produce first drafts of user guidance notes
- Collate statistical and performance information
- Produce reports for management monitoring
- Maintain and update documents, databases, spreadsheets and system functionality
- Undertake regular reconciliations for Council Tax and Business Rates
- Liaise with Revenues and Benefits, Corporate Finance and other departments
- Identify and correct anomalies
- Complete and submit purchase orders
- Prepare invoices for authorisation
Essential Experience & Skills
- Busy office administration experience
- IT literate and confident using computerised systems
- Working knowledge of databases
- Working knowledge of Windows-based software packages
- Experience dealing with routine customer enquiries

- Previous Revenues and Benefits experience
- Basic knowledge of Council Tax legislation, regulations and codes of practice
- Basic knowledge of Business Rates legislation, regulations and codes of practice
- Direct debit processing experience
- Experience setting up, amending or cancelling direct debits
- Experience processing unpaid direct debits
- Experience extracting raw data from systems
- Experience using advanced reporting tools
- Experience transforming data into usable formats
- NVQ Level 2 in Business Administration or equivalent
- Welsh language skills in reading and speaking to Level 1
