Job Overview

Knowsley Borough Council is seeking an experienced and technically skilled Revenues Team Manager to manage the delivery of its Non-Domestic Rates / Business Rates service.

The role will involve taking responsibility for the operational management of the Business Rates function, ensuring accurate administration, billing, collection and recovery of Business Rates income while leading and supporting a team of officers to deliver a high-quality service.

The successful candidate will need strong technical Business Rates / NNDR knowledge, local authority revenues experience, team management experience, knowledge of legislation and case law, and practical experience of VOA amendments, eBARS notifications, rating list alterations, liability, reliefs, exemptions, recovery and insolvency matters.

This is a specialist Business Rates / NNDR Revenues Team Manager role.

Candidates must have experience working within a local authority Business Rates / NNDR service.

The role requires strong technical knowledge of Non-Domestic Rating legislation, Business Rates billing, collection and recovery, liability decisions, valuation matters, reliefs, exemptions, occupier changes, VOA amendments and eBARS notifications.

Candidates must also be confident managing insolvency, liquidation, administration, bankruptcy and company dissolution cases, and representing the Council at court proceedings, tribunals or hearings where required.

Candidates without direct Business Rates / NNDR local authority experience are unlikely to be considered.

Key Responsibilities

  • Manage the day-to-day operation of the Business Rates service
  • Ensure effective administration of all NNDR functions
  • Lead and develop a team of Business Rates staff
  • Oversee Business Rates billing, collection and recovery
  • Ensure recovery processes are progressed effectively and legally
  • Manage liability decisions
  • Manage Business Rates reliefs and exemptions
  • Manage occupier changes
  • Provide technical expertise on Business Rates legislation
  • Provide advice on case law and statutory guidance
  • Process and manage Valuation Office Agency amendments
  • Receive and implement eBARS notifications
  • Manage rating list alterations
  • Manage valuation and liability issues
  • Work closely with the VOA
  • Liaise with ratepayers and professional agents
  • Oversee insolvency matters
  • Advise on liquidations, administrations, bankruptcies and company dissolutions
  • Represent the Council at court proceedings where required
  • Represent the Council at tribunals and hearings where required
  • Support service performance
  • Ensure compliance with current legislation and best practice
  • Maintain high standards of service delivery
  • Make an immediate impact within an established local authority revenues service

Essential Experience & Skills

  • Experience within a local authority Business Rates / NNDR service
  • Strong knowledge of Non-Domestic Rating legislation
  • Knowledge of Business Rates regulations and case law
  • Experience managing Business Rates billing
  • Experience managing Business Rates collection
  • Experience managing Business Rates recovery processes
  • Experience dealing with liability decisions
  • Experience dealing with valuation matters
  • Experience managing Business Rates reliefs and exemptions
  • Experience managing occupier changes
  • Practical experience processing VOA alterations
  • Practical experience processing eBARS notifications
  • Knowledge of rating list alterations
  • Knowledge of annual NNDR processes
  • Knowledge of NNDR schedules and statutory returns
  • Experience managing insolvency matters
  • Experience managing liquidation and administration cases
  • Experience managing bankruptcy or company dissolution cases
  • Experience leading or supervising Business Rates staff
  • Ability to provide technical advice to officers and managers
  • Ability to support performance and service improvement
  • Ability to represent the Council at court, tribunals or hearings

  • IRRV qualification or equivalent professional qualification
  • Experience as a Business Rates Manager
  • Experience as a Business Rates Team Leader
  • Experience as a Senior NNDR Officer
  • Revenues Manager experience with substantial Business Rates expertise
  • Experience using NEC Revenues systems
  • Experience using similar local government revenues software
  • Knowledge of wider Revenues services and their interaction with Business Rates
  • Experience working in a Merseyside or North West local authority revenues service

Interview will be held online.

The interview will last approximately 15 minutes and will be attended by the Council Tax Service Manager and Principal Manager.
