Job Overview
Herefordshire Council is seeking an interim Delivery and Improvement Officer to support a key period of transformation and improvement across the Community Wellbeing Directorate, including adult social care.
The successful candidate will help coordinate delivery of the Community Wellbeing Transformation Strategy, supporting a range of programmes and projects. The role will involve project coordination, governance, reporting, risk management, documentation, stakeholder engagement and continuous improvement activity.
This is a fast-paced project support and improvement role requiring strong organisational skills, stakeholder engagement experience, analytical ability and confidence preparing reports, briefings and decision-making documentation.

This role requires experience working in a fast-paced project, programme, transformation or service improvement environment.
Candidates must be confident supporting governance, reporting, risk tracking, documentation, meetings, workshops and senior stakeholder updates.
Experience within local government, adult social care or community wellbeing transformation would be highly advantageous.
Candidates without project coordination, programme support, reporting, governance or stakeholder engagement experience are unlikely to be considered.
Key Responsibilities
- Support delivery of transformation programmes across the Community Wellbeing Directorate
- Coordinate activity linked to the Community Wellbeing Transformation Strategy
- Support service improvement plans across adult social care and related services
- Coordinate project and programme activity
- Support governance arrangements and programme documentation
- Track actions, milestones, risks, issues and outcomes
- Work closely with Senior Responsible Officers to monitor progress
- Prepare reports, briefings and decision-making documentation
- Support programme boards, workshops and meetings
- Record actions and follow up with stakeholders
- Engage with stakeholders across services to support continuous improvement
- Support programme communications
- Collate information and updates from different workstreams
- Analyse information and present it clearly
- Help identify risks, dependencies and delivery issues
- Support improvement activity that contributes to better outcomes for residents
- Work collaboratively across services in a fast-paced environment
Essential Experience & Skills
- Experience working in a project, programme or service improvement environment
- Experience supporting transformation activity or complex programmes
- Knowledge of project management approaches
- Understanding of governance frameworks
- Experience coordinating meetings, workshops or programme activity
- Experience producing reports, briefings or decision-making documents
- Ability to track actions, risks, progress and outcomes

Additional Information
This is an interim role for approximately 3–6 months.
The role offers hybrid working, with office attendance at Plough Lane, Hereford, as required.
