Job Overview

Wrexham County Borough Council is seeking a Building Maintenance Officer to provide building maintenance services across the Council's Education property portfolio.

The role will cover reactive, legislative, planned and cyclical maintenance, as well as technical advice and support on new build, refurbishment and improvement schemes.

The successful candidate will work closely with the Access and School Places Team, the Building Maintenance Team within Assets, schools, contractors, consultants, statutory undertakers, officers and external agencies to ensure Education properties meet service requirements and statutory regulations.

This role requires strong building surveying, building maintenance, education property, planned/reactive maintenance, refurbishment, condition survey, specification writing, tender documentation, compliance, contractor liaison and technical advisory experience.

This is a technical Building Maintenance Officer / Building Surveying role supporting Education property.

Candidates must have experience of the built environment, construction-related statutory procedures, building maintenance legislation, planned and reactive maintenance, condition surveys, specifications, tender documentation and contractor liaison.

The interview instructions state candidates should bring copies of certificates or accreditations to interview, ideally including an HNC in a building-related subject.

Candidates must be able to travel across Wrexham County Borough to visit schools, clients, work sites and meetings.

Candidates without building maintenance, building surveying, construction, refurbishment, property compliance, technical maintenance or contractor management experience are unlikely to be considered.

Key Responsibilities

  • Provide building maintenance services for Education property
  • Support reactive maintenance across the Education property portfolio
  • Support legislative, planned and cyclical maintenance
  • Provide advice on new build, refurbishment and improvement schemes
  • Work closely with the Access and School Places Team
  • Support the Building Maintenance Team within Assets
  • Ensure Education property meets service occupier requirements
  • Ensure compliance with statutory regulations
  • Follow systems and processes linked to building maintenance legislation
  • Provide a professional building surveying service
  • Advise external groups and agencies where appropriate
  • Support procurement and organisation of planned maintenance works
  • Support procurement and organisation of reactive maintenance works
  • Support refurbishment works including design, detailing and specification writing
  • Provide technical assistance and guidance on building maintenance issues
  • Receive, record, monitor and act on technical queries and job requests
  • Review condition surveys linked to building maintenance and building services installations
  • Provide technical recommendations and budget estimates
  • Maintain awareness of new developments, products, policies, regulations and legislation
  • Ensure compliance with Standing Orders, Financial Regulations and Health and Safety procedures
  • Assist with tender documentation
  • Assist with feasibility studies, estimates and cost plans
  • Assist with contract documentation
  • Undertake certification of payments to contractors where required
  • Support capital and planned maintenance programmes
  • Assist with planning and coordination of planned maintenance and new installations
  • Build effective relationships with departments, schools, external agencies, contractors and consultants
  • Liaise with external organisations using the Council's building maintenance expertise
  • Travel across Wrexham County Borough for site visits and meetings

Additional Information

Interview will be held on site at Wrexham County Borough Council Lambpit Street Offices.

This will be a one-stage interview lasting approximately 30 to 60 minutes.

Interviewers will include the ICT & Infrastructure Manager and Access & School Places Manager.

The interview will include questions to understand the candidate's built environment experience and knowledge of construction-related statutory procedures.

Candidates should bring copies of certificates or accreditations to interview, ideally including an HNC in a building-related subject.
