Job Overview

Monmouthshire County Council is seeking a Grounds Operative to support grounds maintenance and environmental services across the county.

The role will involve maintaining public open spaces, verges, planting areas, schools and contracted sites to help provide a clean, safe and sustainable environment. The majority of the work will be grounds maintenance, including grass cutting, use of hand-held and ride-on equipment, maintaining shrub beds and annual bedding, sports facility maintenance, landscaping, litter picking and supporting responses to fly-tipping. The role may also involve street services duties when required.

A full clean driving licence is essential for this role. The role also requires related experience in a similar environment, good health and safety awareness, ability to work as part of a team, and flexibility to work outside core hours where required.

This is a hands-on outdoor grounds maintenance role.

You must hold a clean current driving licence and have related experience in grounds maintenance, landscaping, street services, environmental services, parks, open spaces, horticulture or a similar manual outdoor environment.

Candidates without a clean driving licence and relevant outdoor/manual grounds experience are unlikely to be considered.

Key Responsibilities

  • Carry out grounds maintenance across open spaces, verges, schools and contracted sites
  • Undertake grass cutting using hand-held and ride-on equipment
  • Maintain shrub beds, planting areas and annual bedding
  • Mark and maintain sports facilities
  • Undertake landscaping of open spaces
  • Carry out arboriculture-related work where trained
  • Empty litter bins and carry out litter picking
  • Respond to fly-tipping service requests and follow evidence collection processes
  • Support cemetery-related tasks, including grave digging, where trained
  • Keep vehicles clean and complete daily safety inspections
  • Use plant and machinery safely in line with manufacturer guidance
  • Follow health and safety legislation, policies and procedures
  • Work as part of a team or independently where required
  • Support wider street services activity when needed
  • Assist with emergency responses such as flooding, snow, storms or town centre clearance when instructed
  • Undertake relevant training required for the role

Essential Experience & Skills

  • Full clean driving licence
  • Related experience in a similar grounds, parks, landscaping, environmental or manual outdoor role
  • Experience working as part of a team
  • Ability to work without close supervision
  • Self-motivated and reliable
  • Good understanding of health and safety issues
  • Ability to follow council policies and procedures
  • Good communication skills
  • Pride in delivering a quality service
  • Willingness to undertake relevant training
  • Flexible and able to work outside core hours when required
  • Able to cover bank holidays when required
  • Comfortable working outdoors in different weather conditions
  • Able to use grounds maintenance tools, equipment or machinery safely

Desirable

  • Welsh language skills
  • Experience using ride-on mowers
  • Experience using strimmers, blowers, hedge cutters or similar grounds equipment
  • Previous local authority grounds maintenance or street services experience
  • HGV licence, if applicable
  • Experience with litter picking, fly-tipping response or waste support duties

Additional Information

This role does not require a DBS check.

The interview will be a telephone conversation to understand the candidate's skills, experience and knowledge in grounds maintenance.
