Job Overview

Thurrock Council is seeking an experienced HR Data Officer to support HR establishment and data changes linked to Local Government restructures.

The role will involve managing establishment data, organisation tree changes and position management within Oracle HCM. The successful candidate will also be responsible for reporting data from Oracle, presenting data to strategic stakeholders and ensuring HR data changes are managed accurately.

This is a specialist HR systems and data role requiring direct Oracle HCM functional experience, particularly around organisation structures, management trees, position management and HR reporting.

This role requires Oracle HCM functional experience.

Candidates must have experience managing changes within organisation trees, establishment data or position management.

You must also have experience reporting from Oracle and presenting HR data to strategic stakeholders.

Candidates without Oracle HCM experience are unlikely to be considered.

Key Responsibilities

  • Manage HR establishment data changes
  • Support HR data changes linked to Local Government restructures
  • Maintain and update organisation tree structures within Oracle HCM
  • Manage position management changes within Oracle HCM
  • Report data from Oracle HCM for HR stakeholders
  • Present HR data clearly to strategic stakeholders
  • Ensure data changes are accurate and properly recorded
  • Support management tree updates and structural changes
  • Work with HR and Pay and Operations teams
  • Support reporting requirements for restructure and project activity
  • Maintain confidentiality and data accuracy
  • Adapt to Oracle HCM processes, systems and workflows
  • Communicate effectively with internal stakeholders
  • Support project delivery over the 12-month contract period

  • Oracle HCM functional experience
  • Experience managing organisation tree changes
  • Experience with position management
  • Experience managing HR establishment data
  • Experience reporting from Oracle
  • Experience presenting data to strategic stakeholders
  • Strong HR data management skills
  • Strong attention to detail
  • Ability to handle confidential HR data
  • Good understanding of HR structures and reporting lines
  • Ability to support restructure-related data changes
  • Strong Excel or data reporting skills
  • Good communication and stakeholder management skills
  • Ability to work independently and meet deadlines
  • Experience working within HR, payroll, workforce data or HR operations

Desirable

  • Local Government HR experience
  • Experience supporting restructures
  • Data Protection Level 1 training
  • Experience within HR Pay and Operations
  • Experience working in a hybrid environment

Additional Information

The initial contract is for 12 months and may extend further.

Interview will be online and is expected to last approximately 45 minutes.
