Job Overview

London Borough of Waltham Forest is seeking an experienced Reviews Officer to support the Housing Options & Support service.

The role will involve conducting statutory homelessness reviews under section 202 of the Housing Act 1996 Part VII, reviewing decisions on duty owed, suitability, priority need, intentionality and local connection, and drafting clear, legally defensible review decision letters within statutory timescales.

This is a specialist homelessness reviews role requiring strong knowledge of the Housing Act 1996, Homelessness Reduction Act 2017, Homelessness Code of Guidance, Review Regulations and relevant case law.

This role has a strict essential requirement.

Candidates must have a minimum of 2–4 years' continuous experience conducting reviews under section 202 of the Housing Act 1996 Part VII, or making offers of accommodation under Part VII of the Housing Act 1996.

Candidates must have experience making offers of accommodation under Part VII, including Temporary Accommodation or accommodation used to end either the relief duty or the main housing duty under section 193(2).

Experience managing Accommodation Placement Teams is also required.

Interviews must be attended in person only at Waltham Forest Town Hall.

Candidates without direct homelessness reviews, s.202 reviews, Part VII accommodation offers or London local authority homelessness experience are unlikely to be considered.

Key Responsibilities

• Conduct statutory section 202 homelessness reviews under the Housing Act 1996
• Review decisions on homelessness duties owed
• Review suitability decisions
• Review priority need decisions
• Review intentionality decisions
• Review local connection decisions
• Apply the Homelessness Code of Guidance
• Apply Review Regulations and relevant homelessness case law
• Draft clear and legally defensible review decision letters
• Complete review decisions within statutory timescales
• Conduct detailed and thorough investigations
• Work with Housing Options & Support teams
• Liaise with Legal Services
• Work with partner agencies
• Monitor compliance across review activity
• Contribute to service improvements
• Support collaborative working across internal services
• Use strong judgement and technical knowledge in complex homelessness cases
• Work under pressure and meet strict deadlines
• Support lawful and robust decision-making under Part VII of the Housing Act 1996

Essential Experience & Skills

• Minimum 2–4 years' continuous experience conducting section 202 homelessness reviews
• Experience making offers of accommodation under Part VII of the Housing Act 1996
• Experience making Temporary Accommodation offers
• Experience making accommodation offers to end the relief duty
• Experience making accommodation offers to end the main housing duty under section 193(2)
• Experience managing Accommodation Placement Teams
• Minimum 3 years' experience in homelessness or housing services
• Demonstrable experience conducting statutory homelessness reviews
• Strong knowledge of the Housing Act 1996
• Strong knowledge of Part VII homelessness legislation
• Strong knowledge of the Homelessness Reduction Act 2017
• Strong knowledge of relevant homelessness case law
• Knowledge of Homelessness Code of Guidance
• Knowledge of Review Regulations
• Experience working within a London local authority
• Ability to conduct detailed investigations

• Previous Reviews Officer experience within a London borough
• Experience working in Housing Options & Support
• Experience liaising with Legal Services on homelessness review matters
• Experience handling complex suitability, intentionality, local connection or priority need reviews
• Experience contributing to homelessness service improvements
• Experience supporting compliance monitoring within a housing service
