Job Overview
Lambeth Council is seeking an experienced Payroll Technical Officer to support the delivery of a comprehensive and efficient payroll service.
The role focuses on ensuring payroll processes run accurately and on schedule, including the validation of statutory deductions, reporting processes and payroll submissions. You will support the Payroll Technical Lead in maintaining payroll system functionality and ensuring that payroll data submissions and payments are completed in accordance with statutory requirements.
Key Responsibilities

Support the day-to-day delivery of payroll services ensuring staff are paid accurately and on time

Lead the efficient operation of payroll bureau running processes

Ensure net pay and statutory deductions are paid from the correct employer accounts

Produce employer payroll reports and statements within contractual deadlines

Monitor and validate statutory returns and employer data submissions

Support Oracle Payroll functionality and liaise with the Oracle Support Team on system integrations

Assist with payroll reporting, validation and reconciliation activities

Maintain compliance with payroll legislation and council policies
Essential Experience & Skills

Strong knowledge of PAYE and HMRC payroll regulations

Experience running payroll processes in a large organisation or payroll bureau

Experience submitting statutory payroll files such as FPS and EPS

Advanced Microsoft Excel skills for payroll reporting and data validation

Experience working with payroll systems (Oracle Payroll desirable)

Strong analytical skills and attention to detail

Ability to work within strict payroll deadlines

Candidates must have experience running payroll processes, submitting HMRC files and managing payroll reporting at scale.
This role is not suitable for accountants, general finance officers or HR staff who do not carry out technical payroll processing.
