Job Overview
Runnymede Borough Council is seeking an experienced HR Co-ordinator to support the effective delivery of HR Operations.
The role will focus on workforce data, employee records, statutory reporting, HR systems, payroll information support, learning and development administration, mandatory training records, recruitment support and routine HR operations administration.
The successful candidate will help maintain accurate workforce information, provide high-quality data reporting, support workforce planning, maintain training and appraisal records, respond to routine HR queries and support a compliant, customer-focused HR Operations service.

This is an HR Co-ordinator / HR Operations Administration role.
Candidates must have experience working in an administrative or systems-based role, with strong HR data, employee records, reporting, Excel, database and customer service skills.
The role requires knowledge of HR policies and procedures across the employee lifecycle, including recruitment, onboarding, absence management, family leave and contract administration.
Candidates must also have knowledge of HRIS and ATS systems, strong Microsoft Office skills, experience extracting data from systems, compiling statistics for reports and KPIs, and good written and verbal communication skills.
Candidates without HR administration, HR systems, workforce data, reporting, employee records, Excel, HRIS/ATS or customer service experience are unlikely to be considered.
Key Responsibilities
- Coordinate and support the delivery of HR Operations
- Create, update and maintain employee records
- Maintain workforce data accurately within HR systems
- Follow agreed HR processes and records retention guidance
- Handle sensitive and confidential employee information appropriately
- Ensure records are stored, updated and disposed of in line with policy
- Support data protection and information governance requirements
- Carry out regular workforce data checks
- Support data cleansing activity
- Identify gaps or errors in workforce data
- Make agreed updates and escalate issues where required
- Work with the HR Systems Administrator, Payroll Team and HR colleagues
- Check employee information is consistent across systems
- Maintain trackers, spreadsheets and HR records
- Support workforce reporting and HR administration
- Maintain sickness absence, fixed-term contract, agency worker and workforce demographic trackers
- Collate and validate information from HR systems
- Support routine workforce reporting
- Assist with statutory workforce returns
- Support Gender Pay Gap, Disability Pay Gap and equality reporting
- Maintain audit trails for reporting activity, deadlines and source data
- Assist with system testing and payroll interface validation
- Support organisational changes including restructures and TUPE administration
- Maintain training, appraisal and development records
- Monitor mandatory training completion records
- Support learning and development administration
- Arrange course bookings, attendance records, evaluation forms, calendar invites and joining instructions
- Maintain learning systems and training records
- Provide day-to-day administrative support to the HR Operations team
- Maintain shared inboxes, task lists and action logs
- Support recruitment and onboarding administration
- Respond to routine employee and manager queries
- Signpost employees and managers to agreed HR guidance
- Refer complex matters to the appropriate HR colleague
- Prepare routine reports, presentations and workforce information packs
- Support continuous improvement across HR Operations
Essential Experience & Skills
- Experience working in an administrative or systems role
- HR administration or HR operations experience
- Good understanding of HR policies and procedures across the employee lifecycle
- Understanding of recruitment, onboarding, absence management, family leave and contract administration
- Understanding of main HR policies such as discipline, capability, sickness and grievance
- Knowledge of HRIS and ATS systems
- Strong Microsoft Office skills, including Excel, Word and PowerPoint
- Experience extracting data from systems
- Experience compiling statistics for reports and KPIs
- Database and analytical skills
- Experience maintaining employee records
- Experience maintaining workforce data
- Experience using spreadsheets and trackers
- Experience handling confidential employee information
- Understanding of data protection requirements

- CIPD Level 3 or equivalent
- Experience of recruitment and onboarding
- Knowledge of local government regulations and procedures
- Vehicle owner / driver
- Experience supporting statutory workforce returns

- Experience with learning and development administration
- Experience monitoring mandatory training compliance
